Notice of Rate Increase
City Council approved a rate increase for water and wastewater on April 25th, 2023.
The water rate will increase by 9.2% and the wastewater rate will increase by 11.67%. This increase will go into effect starting May 1st, 2023.
On March 30, 2023, the City of Houston notified the City of Spring Valley Village that the water and wastewater rate paid by the City would be increasing as of April 1, 2023. The increase to the City’s rates would recoup the increased charges from the City of Houston.

Online Utility Account
Once service has been established you can create an Online Utility Account.
Your online account will allow you to:
- View your bill online
- View water usage history
- Sign up to receive Paperless Bills
- Payment and billing history
- Make an online payment by credit card (Convenience fees apply)
New Utility Service
Residents/Renters/Commercial:
The Water/Sewer/Garbage Application for New Customers must be completed to start residential service. The application can submitted via e-mail to the Utility Department.
A deposit of $250 is required on all accounts and must be submitted along with the application. The deposit can be paid here (3% convenience fee applies) or by cash, check or money order.
We offer and strongly suggest that all accounts enroll in Paperless Billing and Auto Draft. Paperless Billing allows you to receive your bill straight to your email the minute it's been processed. Auto Draft gives you peace of mind knowing your bill will be paid on time!

Builders (New Construction/Remodel):
The Water/Sewer/Garbage Application for New Customers must be completed and submitted along with the deposit prior to the permit being issued. The application can submitted via e-mail to the Utility Department.
The deposit of $250 is required on all accounts and must be submitted along with the application. The deposit can be paid by cash, check, money order, or credit card here (3% convenience fee applies).
Builder Utility Accounts can not be transferred over into a Residential Account until the Certificate of Occupancy is issued.
Additional and Temporary Water Meters

Please contact the Utility Department regarding installing an additional water meter.

Temporary Water Meter:
In order to receive your temporary water meter you must first have an open Utility Account with the City of Spring Valley Village. See the "New Utility Service" tab for more information.
Already have a Utility Account?
Please fill out the Temporary Water Meter Application. There is a $1,400 deposit required for the temporary meter. This form can be emailed into the Utility Department here.
Disconnection of Utility Service

You can disconnect service easily by logging onto your Online Utility Account here.
Look for the "Disconnect Service" on the right hand side.
Once you have submitted the disconnect request you will receive a confirmation email once the disconnect request has been processed.

Garbage and Recycling Information
GFL (formerly WCA), the garbage and recycling contractor, will provide all residents with trash cans and recycle bins. Residents may prefer not to use these containers and call GFL at 281-368-8397 to schedule a pick-up.
1. Garbage Materials Pickup – Tuesday and Friday - 7:00 a.m. until 7:00 p.m. Household garbage materials will be picked up, but not including building materials or other materials or substances that a household does not normally or regularly produce within the premises from normal day to day home life. The service provided is curbside pickup which includes garbage placed in cans or bags. Garbage must be placed inside the garbage bin otherwise it will be picked up during “Bulky Trash Pickup”. When a holiday falls on a regular garbage pickup day; garbage service will be provided the day prior or after the holiday.
2. Holidays: New Year’s Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day, and Christmas Day.
3. Recyclable Materials Pickup – Friday - 7:00 a.m. until 7:00 p.m.
Recyclable materials (not including yard waste) must be placed inside the recycle bin(s). Recyclable materials placed outside of recycle bin(s) will be picked up during “Bulky Trash Pickup”.
4. Special (Bulky) Trash Pickup – Tuesday and Friday – 7:00 a.m. until 7:00 p.m.
Pickup will be for the purpose of collecting bulky items. Bulky items are items other than household garbage or rubbish, such as lumber, limbs, small furniture, etc. Items (such as bags or cardboard) not placed inside either the trash or recycling bins will be picked up during this time. No item may weigh more than seventy-five (75) pounds or be more than four feet and its longest dimension. Loose items must be placed in bags or garbage cans. Lumber and limbs must be bundled and tied securely and not exceed the above dimensions. The maximum number of items that will be picked up is twenty-five (25). The customer may call GFL (281-368-8397) to make arrangements for pickup of special items that are heavier or larger than bulky items and cannot be handled by a regular crew or truck. Cost for such service shall be negotiated between the resident and GFL and is paid directly by the resident to GFL.
